It’s now April 10, 2020 and for now, during this corona virus period, Canada has closed many of its centres where usually students could drop their applications for a study permit (student visa).

There can be differences from country to country, but the Canadian government is giving quite clear general advice. It says its STRONG advice is to use its on-line application system.
